Mayor Palmer briefed attendees on the Calhoun Police Department, Municipal Court and Probation, Fire Department, Fire Inspection Department and Downtown Development Authority and the Main Street Program.
Police Department
The CPD handled 789 cases with eight DUIs; the municipal court collected $94,427.40 in fines; the CPD issued 854 warnings, and investigated 44 highway accidents and 29 private property accidents. They provided 69 escorts, filed 1,568 incident reports, responded to 803 alarms, patrolled 51,146 miles and responded to 5,404 calls for service from E-911.
Municipal Court and Probation
The municipal court and probation had a total of 594 court cases; they had $72,120 in fees and fines. They dropped 97 court cases, had 401 bond forfeitures and 53 probation cases. Probation payments totaled $40,654; they had two probation revocations, 55 people failed to appear, and there were 15 prisoner transports.
Fire Department
The Calhoun Fire Department responded to 131 calls for service from the suppression division, and seven fire incidents for damages. They responded to 93 medical service calls, six hazardous condition incidents, and responded to 11 false alarms or false calls. Firefighter Jim Chance was named “City Firefighter of the Year” through the local Elks Club. The department began flow testing fire hydrants.
Fire Inspection Department
The fire inspection department had 160 reported activities/inspections, which included 15 annual inspections, one new business inspection, 35 requested inspections, 19 follow-up or re-inspections and 84 consultations. The inspection department conducted fire extinguisher classes at Gordon Central High School and Northwest Hospice.
Downtown Development Authority and Main Street Program
Both Phase III and IV of Streetscape are proceeding as planned. Construction of Phase III should begin this spring and Phase IV is in the selection of the engineering and design consultant stage should begin late 2012 or early 2013.
Council member Matt Barton reported on street development, the cemetery department, rabies control, parks department, the safety committee and the recreation department.
Street Department
The Calhoun Street Department completed 34 shop and 29 street department work orders, and placed 10 new street signs. The department inspected and maintained approximately 98 miles of streets and storm drainage. It repaired low spots in shoulders of roads on East May Street, Peters Street, Clarence King Drive and Union Grove Road. The department cleaned out approximately 320 feet of ditch line including Spring Valley, Maplewood and North Industrial Boulevard. It also repaired storm drains and catch basins on Caverns Way and at Eastside School. Finally, the street department hauled and spread 32 tons of gravel on the lot behind Calnet Telecommunications.
Cemetery Department
The Calhoun Cemetery Department performed routine maintenance on Fain and Chandler Cemetery. It supervised the opening and closing of nine gravesites, sold two new grave spaces, and worked nine graves sites.
Rabies Control
The Calhoun Rabies Control housed 21 dogs and 10 cats, issued five warnings and answered 44 customer calls.
Parks Department
The parks department grounds crew picked up litter, hauled garbage to the dump, books from the library and maintained records at records room. The department kept up maintenance on all equipment, and cleaned City Hall at weekly intervals. The building and maintenance crew performed routine maintenance on designed city buildings and all fountains. The department also painted the McConnell Community Center and restored benches at the gazebo island.
Recreation Department
Water, sewer and engineering
Council member George Crowley reported on the city’s water, sewer and building inspection area
The engineering department is numbering each valve in the water system by attaching ID tags to the inside of each valve box. Water and sewer relocation for the Union Grove Interchange will begin in the next 30 days. The city’s water system flushing program is underway.
Water treatment plant facility
The facility pumped a total of 296,320,000 gallons of water for a daily average of 9,558,710 gallons. The Brittany Drive Treatment Plant produced 41.8 percent of the city’s potable water for the month. Rainfall was 8.12 inches.
Water distribution
The department reported on five water connections, 24 water services leaks were repaired, 10 water main leaks repaired, two fire hydrants were repaired, five meters were changed out, 144 work orders were completed, 41 utility locates were called in for work orders, 307 utility locates responded and there were 70 miscellaneous calls.
Waste water collection
There were 283 utility locates completed, two lift station repairs were conducted and 76 manholes were opened and inspected.
Building inspection department
The department issued 33 permits for an estimated cost of $615,100,000. This included one new residential, four commercial remodeling, three commercial HVAC, six commercial electrical, one residential electrical, three sign permits and three grading permits.
Council member David Hammond reported on the city’s electric, telecommunications, GIS, airport and on the regional commission. He said that the Northwest Georgia Regional Commission is continuing to discuss the regional T-SPLOST. There will be a statewide vote in July.
Electric Department
Hammond said the city was in the midst of major construction projects, which included Calhoun High School, Gordon Hospital Cancer Treatment facility, Streetscape Phase III, Engineered Floors Phase III expansions, Mohawk Rug and Textile expansion, new Racetrack Market and engineering is complete for the new Super Dollar General store with a scheduled June completion date. There were 15 new decorative streetlights installed at the Heritage Hills condos, 23 new decorative security lights are also scheduled to be installed. The Beta test on 19 LED street lights from four different manufactures is scheduled to begin in April. The electric system supplied 35,124,900 KWh in March; this is an increase of 6 percent over 2011 and 15 percent over 2010. The Energy Efficiency and Conservation Grant Program has nearly completed all the relighting projects, HVAC upgrades and insulation.
Telecommunications Department
The department connected three Internet circuits, continued work on two new fiber connections, increasing existing customer Internet bandwidth to 15 MEG. They tested a new router for the police department’s redundant Internet access. They installed a new energy efficient air conditioner at the central office, and configured and installed five out of 12 new computers. They opened 31 and closed 28 work orders.
Geographic Information Systems
The group updated the city-zoning map. It completed geo-code matching physical addresses to billing account information, and created crime vicinity map for the police department. It assisted the engineering department with valve data locations for the ID tagging project. It updated the web site schedule for water line flushing project. It continues to assist with wastewater flow infiltration, and map fire hydrant and hydrant valves locations in the county.
Airport
The airport authority is still discussing the North Taxiway Project. The taxiway will run the length of a 5,000-foot runway.
